No, you can't legally buy heart worm medicine from anywhere in the United States without Rx because if you give HW medicine to dogs that already have heart worms, they can infect them. (If worms are removed from the valve and go into the ventricles they can) and make the dog a heart or a heart). You must have your dog HW d and Rx.
Edit: If you go to a low-cost doctor's clinic that does just the basics, you can get HW and Rx tests for only $ 25, and that's great all year round.
Some may argue that buying a rat from a G-pet store is not a good idea, and that is why stores like Petco and Petsmart handle local rats and their quality is not very high.
