I know they've checked that the wine number on the ene matches the car and that Part E (percent, fender) is attached and secure.

Check other items such as regular inspection items (tires, stained windows, suspension, etc.)

Each vehicle has a vehicle identification number printed on it and they also try to verify that it matches.

If you have any questions, you will be asked to take the vehicle to Glenn Burney for further investigation.

Any VIN on a non-compliant vehicle (including a sticker on a glove box) can cause problems.
